Can a PDF fit under 200 KB without losing quality?

A one-page text PDF and a scanned photo booklet have very different size limits. Lossless cleanup can remove redundancy, but it cannot guarantee that every document fits under 200 KB. Reducing image resolution or JPEG quality changes the image data. The budget calculator below shows the reduction required; it does not compress a PDF or promise a target will be attainable.
Start with the source document
If you still have the editable document, export a fresh PDF from it. LibreOffice’s PDF export offers lossless image compression, JPEG quality and image-resolution controls. Keep text as text where possible. Avoid turning a text document into page images merely to reduce bytes, because that can remove search, links and accessibility. Unneeded pages can be removed with the page tools when the recipient permits it.
Work through a controlled example
A 2,000,000-byte source needs a 90% reduction to reach 200,000 bytes. Removing a little metadata is unlikely to achieve that for a document made mostly of photographs. If it has ten scanned pages, the budget averages only 20,000 bytes per page before other PDF structures. Request a higher limit, fewer pages or another delivery method if readability cannot survive the required reduction.
Check more than the final size
Open the downloaded PDF and inspect the smallest text, diagrams and signatures at normal reading size. Try selecting and searching text, and test important links or form fields.
